New Delhi

National Security Adviser Ajit Doval has proposed an action plan to contain the outlawed terror outfits like Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) as part of the Shanghai Cooperation Organisation (SCO) framework.

Both the terro outfits are based in Pakistan and are close to the Pakistani establishment, as the Army and ISI combo is called in the country. Doval made this proposal while Pakistan's NSA Moeed Yusus was sitting across the table.

Speaking at the meeting of the top security authorities of the eight-member countries of SCO Doval emphasized the adoption of international standards to counter the terror financing.

He also proposed that the SCO and Financial Action Task Force (FATF) sign a memorandum of understanding to counter-terrorism.

Speaking at the meeting, Doval also said that there is a need to monitor new technologies used by terrorists including drones for smuggling of weapons and misuse of the dark web, artificial intelligence, blockchain, and social media.

On the situation in Afghanistan, Doval said, there is a need to preserve gains made in the last two decades there and give top priority to the welfare of Afghan people.

India, he said, fully supports the SCO Contact Group on Afghanistan.

Later he also met his Russian counterpart Nikolai Patrushev on the sidelines of the SCO meeting and both called for enhanced Russia-India interaction in the security sphere and cooperation among the security and law-enforcement agencies of the two countries.

Doval and Patrushev also discussed the situation in Afghanistan and the Asia-Pacific region, as per the report by Russian news agency TASS.

According to the agency, Patrushev, the Secretary of Russia’s Security Council and Doval discussed in detail “further plans of the Russia-India interaction in the security sphere, cooperation among the security and law-enforcement agencies.”
