M. K. Stalin, Chief Minister of Tamil Nadu, on Wednesday said that 56 out of the 60 candidates from the state who cleared the civil services examination conducted by the Union Public Service Commission (UPSC) had benefited from the government’s Naan Mudhalvan scheme.
Addressing an appreciation ceremony for successful candidates, Stalin said the state government’s initiatives, including the Naan Mudhalvan scheme and special training programmes, have started yielding positive results.
“First of all, I would like to convey my congratulations and appreciation to those who have succeeded in the All India Civil Services Examination through their hard work and dedication,” he said.
Stalin noted that the number of candidates from Tamil Nadu clearing the UPSC exam had been steadily declining in the past. After his government assumed office, he said, several initiatives were launched to address the issue.
“Our government implemented several efforts such as the Naan Mudhalvan incentive scheme and special training programmes to prepare candidates for interviews. These initiatives have started yielding good results,” he said, while thanking officials involved in implementing the programmes.
The chief minister also urged the successful candidates to serve people with humility and uphold the principles of social justice in their administrative roles.
“This year, 60 candidates from Tamil Nadu have been selected, and it gives me special happiness that 56 of them have benefited from the Naan Mudhalvan scheme. In my view, this number should increase further,” he said.
He added that the candidates could go on to serve as district collectors, administrative officers across the country, or even represent India abroad as ambassadors, bringing pride to Tamil Nadu.
Launched in 2022 under the Department of Special Programme Implementation, the Naan Mudhalvan initiative aims to equip youth with industry-relevant and employable skills.

The UPSC declared the final results of the 2025 civil services examination on March 6, with a total of 958 candidates making it to the merit list.
