UP draft electoral roll published after SIR; 2.89 crore names deleted

Uttar Pradesh Chief Electoral Officer Navdeep Rinwa on Tuesday announced the publication of the draft electoral roll following the completion of the Enumeration Phase of the Special Intensive Revision (SIR) in the state, during which 2.89 crore names were deleted from the voter list.

Addressing the media, Rinwa said approximately 12.55 crore enumeration forms were received, indicating electors who confirmed inclusion in the draft roll.

“Among those excluded are 46.23 lakh deceased voters, 2.17 crore voters who have migrated, permanently shifted, are missing or could not be traced by Booth Level Officers (BLOs), and 25.47 lakh voters whose names were found registered at more than one location. In total, 2.89 crore names have not been included in the draft electoral roll,” he said.

Rinwa said the draft electoral roll has been published across all 75 districts of the state, with Returning Officers holding meetings with political parties and providing them printed copies of the rolls. Voters can also verify their details on the official website, ceouttarpradesh.nic.in.

He said the SIR was announced on October 27, 2025, following which the existing electoral roll of 15,44,30,092 voters was frozen. Enumeration forms were distributed to all registered electors, and the enumeration phase began on November 4, continuing till December 26 after the Election Commission of India (ECI) granted a 15-day extension.

In a press release, the Office of the Chief Electoral Officer said the SIR is being conducted with the objective of ensuring inclusion of all eligible voters and exclusion of ineligible ones, with transparency at every stage.

Out of the total electors listed as of October 27, 2025, 12,55,56,025 submitted enumeration forms by the end of the enumeration period, reflecting substantial participation in the first phase of the revision.

The CEO’s office said the process was carried out through coordinated efforts of District Election Officers across all districts, 403 Electoral Registration Officers (EROs), 2,042 Assistant EROs, and BLOs deployed at 1,62,486 polling stations, supported by volunteers. Political parties also actively participated, appointing 5,76,611 Booth Level Agents (BLAs).

To ensure widespread awareness, election officials conducted extensive outreach programmes, including meetings with political parties and booth-level interactions. BLOs undertook house-to-house visits for distribution and collection of forms, making at least three attempts to reach each elector.

As per the SIR schedule, the draft electoral roll was published on January 6, 2026. Printed and digital booth-wise copies have been shared with recognised political parties and uploaded on the CEO’s website.

The claims and objections period will remain open from January 6 to February 6, 2026, during which electors can seek inclusion or deletion of names. A total of 403 EROs and 2,042 AEROs, along with additional notified officers, will scrutinise claims and objections, with final disposal scheduled by February 27, 2026.
