Winter Session: FM to table Central Excise (Amendment) Bill

The Winter Session of Parliament begins today with the 6th Session of the 18th Lok Sabha and the 269th Session of the Rajya Sabha convening at 11 am.

Finance Minister Nirmala Sitharaman is expected to introduce the Central Excise (Amendment) Bill, 2025, which seeks to amend the Central Excise Act, 1944. She is also likely to table the Health Security and National Security Cess Bill, 2025, aimed at mobilising resources for national security and public health through a cess on specified manufacturing processes. Six hours have been allocated for discussion on the Bill in the Lok Sabha.

The government may also introduce the Manipur GST (Second Amendment) Bill, 2025, with three hours earmarked for debate.

Prime Minister Narendra Modi will brief accredited media at 10 am at Hans Dwar, Parliament House, ahead of the session’s commencement—a customary address that often signals the government’s legislative priorities.

The session will open with obituary references to former MPs Col. (Retd.) Sona Ram Choudhary, Vijay Kumar Malhotra, Ravi Naik, and former actor and BJP MP Dharmendra.

A total of 13 Bills have been listed for consideration during the session, many yet to be reviewed by parliamentary committees.

Key proposals include the Jan Vishwas (Amendment) Bill, the Insolvency and Bankruptcy Code (Amendment) Bill, the Repealing and Amending Bill, the National Highways (Amendment) Bill, the Atomic Energy Bill, the Corporate Laws (Amendment) Bill, the Securities Markets Code Bill, the Insurance Laws (Amendment) Bill, the Arbitration and Conciliation (Amendment) Bill, and the Higher Education Commission of India Bill.
