Prime Minister Narendra Modi on Saturday chaired the annual conference of Directors General of Police (DGPs) and Inspectors General of Police (IGPs) in Raipur, where senior officers from across the country held extensive deliberations on India’s evolving security landscape. The government, in an official statement, said the discussions covered a wide range of issues central to national security.

Calling the gathering “a great forum to share best practices and innovations”, Modi participated in the closed-door sessions of the 60th edition of the conference being held at the Indian Institute of Management (IIM) Raipur. The event was inaugurated on Friday by Union Home Minister Amit Shah.

The prime minister, who arrived in Raipur on Friday night, joined the in-depth deliberations on Saturday. National Security Advisor Ajit Doval, Intelligence Bureau chief Tapan Kumar Deka, CBI Director Praveen Sood, and police chiefs of central and state forces also attended the conference.

In a post on X, Modi wrote: “The first day of the DGP/IGP Conference in Raipur witnessed extensive deliberations on different aspects of India’s security system. This is a great forum to share best practices and innovations in this field.”

While inaugurating the three-day meeting, Shah highlighted that the Modi government has created “permanent solutions” to long-standing internal security challenges, including Naxalism, issues in the northeast, and the situation in Jammu and Kashmir. He noted a major reduction in the number of Naxal-affected districts.

The home minister urged police chiefs to wage a 360-degree war against narcotics and organised crime, ensure intelligence accuracy, strengthen inter-agency coordination, and effectively implement India’s new criminal laws to modernise policing.

Shah said the time had come for state police forces to work in close synergy with the Narcotics Control Bureau, crack down on drug networks at all levels, and ensure that the masterminds behind such operations are arrested.

The conference comes weeks after security agencies uncovered a “white-collar” terror module responsible for a November 10 car blast near Delhi’s Red Fort that killed 15 people.

The annual meet, which concludes on Sunday with Modi’s address, aims to review the implementation of key policing initiatives and draft a forward-looking security roadmap for a “Surakshit Bharat”, aligned with the broader national vision of “Viksit Bharat”.

Held under the theme “Viksit Bharat: Security Dimensions”, the conference features detailed deliberations on issues such as left-wing extremism, counter-terrorism, women’s safety, disaster management, and the increasing use of artificial intelligence and forensic science in policing.

About 600 officers are expected to participate, making it one of the largest gatherings of senior police leadership. To incorporate fresh perspectives, heads of state home departments and several DIG- and SP-level officers are attending in person this year.

The annual conference brings together police and intelligence officers from district, state and national levels to discuss challenges, share best practices, and draft actionable strategies. Progress on issues identified in previous conferences is also reviewed and presented to the prime minister.

Previously held only in New Delhi until 2013, the conference has been organised at various locations since 2014, including Guwahati, the Rann of Kutch, Hyderabad, Tekanpur, the Statue of Unity, Pune, Lucknow, Jaipur and Bhubaneswar.
