Chief Minister Yogi Adityanath on Tuesday said Uttar Pradesh’s journey from being a development bottleneck to a breakthrough state has been driven largely by the adoption of technology-enabled governance platforms such as PRAGATI (Pro-Active Governance and Timely Implementation).

Addressing a press conference, Adityanath said the state government today functions not merely as an enabler but as a catalyst that accelerates the pace of development and project execution.

“Technology-based platforms like PRAGATI have played a decisive role in transforming Uttar Pradesh. Governance has moved beyond facilitation to acceleration, ensuring that projects progress at a much faster pace,” the chief minister said.

He noted that PRAGATI has reinforced the spirit of Team India, enabling close coordination between the Centre and the states. This collaborative framework, he said, has shifted the focus from identifying problems to delivering solutions.

According to an official statement, PRAGATI integrates multiple stakeholders on a single digital platform and provides real-time visual inputs from the ground, allowing the prime minister to monitor, review and resolve issues with exceptional efficiency. The platform has significantly streamlined governance processes and strengthened India’s commitment to e-governance and transparency.

Launched in 2015, PRAGATI has emerged as a key driver of infrastructure expansion and social sector development across the country, the statement said.

Recalling past practices, Adityanath said that prior to 2014, many projects received approvals but often faced long delays or remained incomplete. “Today, every foundation stone-laying comes with a defined completion timeline, backed by regular monitoring. This approach ensures timely delivery and also creates employment opportunities,” he said.

The chief minister emphasised that PRAGATI goes beyond reviewing large infrastructure projects and represents a new governance culture aligned with the vision of a “New India”.

He said the framework draws from an administrative model introduced by Prime Minister Narendra Modi during his tenure as Gujarat chief minister. The concept began in 2003 as SWAGAT (State Wide Attention on Grievances by Application of Technology), aimed at transparency and accountability in grievance redressal, and later evolved into the national PRAGATI platform.

Adityanath said PRAGATI has replaced a file-driven system with a field-oriented, outcome-focused approach. This transition has reduced delays, prevented wastage of resources and improved coordination between central and state agencies.

Highlighting its national impact, he said PRAGATI has accelerated projects worth over ₹86 lakh crore. Of these, 377 major projects are directly monitored by the prime minister, and 2,958 out of 3,162 issues have already been resolved.

The chief minister described PRAGATI as a game-changer for Uttar Pradesh, helping the state emerge as one of India’s leading infrastructure growth engines. He said projects related to expressways, railways, metro systems, air connectivity, rapid rail transit, inland waterways and ropeways have progressed within strict timelines due to continuous monitoring and issue resolution.

At present, Uttar Pradesh has the country’s largest infrastructure portfolio, comprising 330 projects valued at ₹10.48 lakh crore, Adityanath said. Of these, 128 projects worth ₹2.37 lakh crore have been completed and commissioned, while 202 projects valued at ₹8.11 lakh crore are progressing as scheduled.

He further informed that 65 major projects worth ₹4.19 lakh crore in the state fall under the PRAGATI framework. Among them, 26 projects have been completed, while 39 are currently under construction.

Inter-departmental hurdles have been effectively addressed through the PRAGATI portal, Adityanath said, adding that departments such as revenue, forest, pollution control, urban development and panchayati raj are working together on a unified platform. This coordination has enabled faster progress in sectors including highways, railways, power and telecommunications.

The chief minister said 278 of the 287 issues, or nearly 97 per cent, raised under PRAGATI in Uttar Pradesh have been resolved, reflecting strong administrative efficiency, accountability and decisive leadership.
