Vaishnaw: India now electronics powerhouse as HCL-Foxconn chip unit breaks ground in Jewar

Union Minister for Electronics and Information Technology Ashwini Vaishnaw on Saturday said India has emerged as a major force in electronics manufacturing under the leadership of Prime Minister Narendra Modi.

Speaking at the groundbreaking ceremony of the HCL-Foxconn joint venture project in Jewar, Vaishnaw stated that electronics production in India, which was once limited in scale, has expanded significantly over the past 11.5 years. He said the sector has now reached a valuation of ₹12 lakh crore and has become the country’s third-largest export category.

The ceremony marked the launch of India Chip Pvt. Ltd., a joint venture between HCL and Foxconn, located in the Yamuna Expressway Industrial Development Authority (YEIDA) region of Uttar Pradesh. The Prime Minister attended the event virtually and performed the groundbreaking through video conferencing.

Describing semiconductors as a foundational technology, Vaishnaw said countries with strong chip manufacturing capabilities are better positioned to expand into diverse advanced manufacturing sectors. He added that the establishment of the facility in Jewar would open new opportunities for high-tech production in the region.

The upcoming unit will function as an Outsourced Semiconductor Assembly and Test (OSAT) facility under the government’s Modified Scheme for Semiconductor Assembly, Testing, Marking and Packaging (ATMP). The project involves an investment of over ₹3,700 crore.

According to officials, the initiative aligns with the Centre’s broader strategy to strengthen domestic manufacturing, reduce reliance on imports and build resilient supply chains in critical technologies. The facility is expected to support industries including mobile phones, laptops, tablets, automotive electronics and consumer devices.

Authorities said the project would contribute to the growth of India’s semiconductor ecosystem by encouraging innovation, facilitating technology transfer and generating employment opportunities. Thousands of direct and indirect jobs are anticipated, benefiting engineers, technicians and ancillary industries in the region.

The HCL-Foxconn collaboration is being viewed as a key milestone in India’s efforts to establish itself as a reliable global destination for semiconductor manufacturing and advanced electronics production.
