Singapore Deputy Prime Minister Gan Kim Yong on Tuesday said the safety and well-being of seafarers affected by the ongoing conflict in West Asia remain a top priority, with authorities working actively to facilitate their safe return.

Speaking at a fireside chat during Singapore Maritime Week, Gan addressed concerns from industry stakeholders about seafarers stranded near the Strait of Hormuz and the broader challenges posed by the regional tensions.

He said the Maritime and Port Authority of Singapore (MPA) is maintaining close coordination with ship owners and operators to ensure the safety and security of crews aboard vessels. Authorities are also engaging with ports along the region to provide assistance wherever required.

On the question of negotiating safe passage through the Strait of Hormuz, Gan reiterated Singapore’s firm position that the right of transit passage cannot be subject to negotiation.

He stressed that such rights are protected under the United Nations Convention on the Law of the Sea (UNCLOS) and should not be made conditional. Entering into negotiations, he said, would imply accepting restrictions on a principle that must remain unconditional.

While acknowledging the urgency of ensuring safe movement of ships and cargo, Gan underlined that Singapore would continue to uphold international maritime principles even amid the crisis.

He also highlighted efforts to address manpower shortages in the maritime sector, noting that Singapore is exploring the use of autonomous vessels, including harbour craft. Research and development in this area is ongoing, and pilot initiatives could be announced in the future.

Gan emphasised that while the situation remains challenging, Singapore is committed to supporting the maritime community and safeguarding both seafarers and global shipping routes.
