Prime Minister Narendra Modi on Thursday said the global evolution of artificial intelligence (AI) holds a significant role for “Aspirational India”, while cautioning that the scope for unethical behaviour in AI is limitless unless guided by strong ethical frameworks.
Addressing the Leaders’ Plenary session at the India AI Impact Summit at Bharat Mandapam, Modi stressed the need for collective global efforts to ensure the responsible and ethical use of AI.
Citing India’s philosophical traditions, the Prime Minister referred to the teachings of Gautama Buddha, noting that right action flows from right understanding. “That is why it is essential for everyone to come together to create a roadmap that ensures the right impact of AI,” he said.
Modi underlined that the right impact of AI can only be achieved through timely decisions taken with the right intent. Speaking in the presence of world leaders, he said AI’s potential also brings unprecedented risks.
“In AI, the scope for unethical behaviour is limitless. Therefore, it is important that we expand the framework of ethical behaviour and norms for artificial intelligence,” the Prime Minister said, adding that AI companies carry a significant responsibility in this regard.
Outlining his suggestions for ethical AI, Modi said respecting data sovereignty should be a priority, with countries establishing clear data frameworks for AI training. He also emphasised the need for transparent safety rules on AI platforms and the incorporation of clear human values in technological development.
“Technology may be powerful, but its direction will always be determined by human beings,” he said.
Highlighting India’s experience with digital transformation, Modi pointed to the success of the Unified Payments Interface (UPI), saying it ensured seamless payments even in difficult circumstances and played a key role in bridging the digital divide.
“In recent years, India has built a vibrant digital public infrastructure. We are also sharing it with the world, because for us, technology is not a means of power, but a medium of service,” the Prime Minister said.

Reiterating that AI’s global journey presents a major opportunity for India, Modi said the country’s inclusive and service-oriented approach to technology can help shape AI as a force for shared growth and global good.
