The Jammu and Kashmir government has released ₹1,695 crore as compensation for land acquired for the Ring Road projects in the twin capitals, officials said, adding that close to 1,400 claims remain pending due to litigation and other impediments.
Construction on the two corridors—the 58.25-km Jammu Ring Road linking Raya Morh in Samba district to Jagti near Nagrota, and the 60.84-km Srinagar Ring Road spanning Pulwama, Budgam, Srinagar, Baramulla and Bandipora—began in 2018 and has now entered the final stages, they said.
Overall, compensation of ₹2,106.70 crore has been awarded for land acquisition. Of this, ₹1,784.45 crore has been released, with ₹1,695.37 crore already disbursed. A further ₹89.08 crore is yet to be paid out, while ₹322.25 crore is still awaited, officials noted.
Division-wise breakup
Officials said funding for compensation is shared between the Ministry of Road Transport and Highways and the J&K government in a 90:10 ratio.
As for unresolved claims, a total of 1,398 cases are pending across both divisions. Jammu division accounts for 150 cases—112 in Jammu district and 38 in Samba—while Kashmir division has 1,248 pending cases, including 905 in Ganderbal, 247 in Budgam, 57 in Srinagar, 32 in Bandipora and seven in Baramulla.

The delays have been attributed to issues such as non-deposit of balance funds by the indenting department, court cases, title disputes and other land-related complications. Officials said payments in undisputed cases are being processed through the Bhoomi Rashi portal, while disputed sums—including ₹28.20 crore linked to certain title cases—have been deposited with the high court.
