Continuing its campaign to dismantle the overground support system of terrorists in Jammu and Kashmir, the Lt Governor Manoj Sinha administration has sacked four senior officials under article 311 of the Constitution which empowers it to take drastic action without waiting for an inquiry.

The sacked officials included, Assabah-ul-Arjamand Khan, a J&K Administrative Service officer, and wife of a man who openly admitted to killing Kashmiri Hindus on Television as a JKLF terrorist. This man Bitta Karate, whose real name is Farooq Ahmed Dar, is currently facing trial for terror financing.

Assabah-ul-Arjamand Khan, a Jammu and Kashmir Administrative Services officer, was posted in the Directorate of Rural Development and she was a known sympathizer of terrorists. She allegedly has links with the ISI.

Those sacked are Dr. Muheet Ahmad Bhat (scientist-D at the University of Kashmir), Majid Hussain Qadri (senior assistant professor at the University of Kashmir), and Syed Abdul Mueed (Manager IT, at Entrepreneur Development Institute (EDI) in Kashmir.

Sources said, “The activities of these employees had come to the adverse notice of law enforcement and intelligence agencies, as they have been found involved in activities prejudicial to the interests of the security of the state.”

She was allegedly appointed through the backdoor and appeared to have been managed by someone in the administration. It has come to light that between 2003 and 2007 she was absent from work for months and was sacked.

Syed Abdul Mueed, Manager, IT at J&K Entrepreneurship Development Institute (JKEDI), is the son of Syed Salahuddin, the Pakistan-based chief of banned terror outfit Hizbul Mujahideen. Mueed was suspiciously appointed in 2012 as an IT consultant on a contractual basis by tweaking rules. The appointment committee had at least three members who flaunted their terror sympathies. He was made a permanent employee without mandatory CID character verification

His role came under the scanner in the attacks on the EDI between 2013 and 2019. Once he was even rescued by the security forces during a terror attack. Subsequently, his role in logistics and fixing targets came to terrorist came to light, sources said.

Hizbul Chief’s other sons, Ahmad Shakeel and Shahid Yousuf, given government jobs by the government that turned a blind eye to the violations of rules have already been sacked. Both are in jail facing trial for terror financing.

Muheet Ahmad Bhat is a scientist D in the department of computer sciences of Kashmir University. As president of the Kashmir University Teachers’ Association (KUTA) he helped in organizing student protests and street protests in 2016 in which around100 people died.

He allegedly used KUTA funds to pay stone pelters and families of terrorists.

To avoid scrutiny of the funds he had carefully avoided registering KUTA as a society so that its finances are not liable for audit. He is considered a key man behind radicalizing students in Kashmir.

Majid Hussain Qadri was a hardcore terrorist of Lashkar-e-Toiba. He later became LeT point-person for Kashmir University for radicalization and recruitment. Subsequently, in 2002, he was tasked to act as an arms courier for terrorists. He has a list of crimes against his name as a LeT cadre.

He was detained under PSA for two years and subsequently acquitted by the court. Again through sympathizers in government he was appointed a contractual lecturer at Kashmir University and promoted to Assistant Professor in 2010.
