The National Green Tribunal (NGT) has sought a response from the Commission for Air Quality Management (CAQM) in NCR and adjoining areas, along with other authorities, on a plea alleging that construction activities were carried out by a central government body in violation of GRAP 3 and 4 restrictions.
The green tribunal was hearing a plea which claimed that the Union government-owned Centre for Development of Telematics continued construction work from November 22, 2025, despite the enforcement of GRAP 3 and 4 curbs. The activities allegedly involved extensive demolition and construction of around 80 washrooms within its office campus.
According to the plea, complaints were made to the concerned authorities, but no action was taken.
In an order dated December 23, a bench comprising NGT Chairperson Justice Prakash Shrivastava and expert member A Senthil Vel observed that the plea raised “substantial issues” concerning compliance with environmental norms.
The tribunal issued notices to the CAQM, the Central Pollution Control Board (CPCB), the Delhi Pollution Control Committee (DPCC) and the Centre for Development of Telematics.
Directing CAQM to act, the tribunal said it should examine the complaint, conduct ground verification, ascertain any violations and take appropriate remedial and punitive action in accordance with law.

The matter has been listed for further proceedings on February 17.
