Prime Minister Narendra Modi on Friday said that Harivansh’s election as Deputy Chairman of the Rajya Sabha for a record third consecutive term reflects the Upper House’s strong confidence in him and the experience he brings as a journalist-turned-politician.
Harivansh, a nominated member, was elected unopposed after the Rajya Sabha passed a voice vote motion moved by Leader of the House J P Nadda proposing his name for the post.
Addressing the House while felicitating him, PM Modi said the third-term election serves as a “stamp of approval” on Harivansh’s experience, inclusive outlook, and dignified conduct.
The Prime Minister also noted the special significance of April 17, which coincides with the birth anniversary of former Prime Minister Chandra Shekhar. He recalled Harivansh’s close association with the late leader and his work documenting his life and legacy, calling the timing of the re-election “particularly meaningful.”
Highlighting his journalism background, Modi praised Harivansh’s disciplined writing and commitment to high standards, recalling that he had followed his articles even during his years in Gujarat. He said Harivansh’s writings reflected strong research and conviction, while his personal conduct remained calm and courteous.
PM Modi also referred to Harivansh’s well-known column “Hamara Sansad Kaisa Ho”, noting that it continues to offer valuable lessons on parliamentary ethics, responsibilities, and decorum. He suggested that new MPs could benefit from his insights, even though Harivansh himself now occupies a presiding role in the House.
Commending his discipline and punctuality, the Prime Minister said Harivansh has consistently maintained full participation in Rajya Sabha proceedings, even when not chairing them, setting an example for other lawmakers.
Modi further highlighted Harivansh’s engagement with youth, stating that since 2018 he has conducted over 350 programmes in educational institutions across India, aimed at motivating students and promoting the vision of a developed India.
He also noted Harivansh’s participation in literature festivals in smaller cities and his efforts to connect with diverse sections of society. Recalling a personal anecdote from Harivansh’s 1994 visit to the United States, Modi said he had chosen to study universities rather than tourism sites, reflecting his focus on education systems and learning.
The Prime Minister praised his effective use of MPLADS funds, citing projects such as research centres at IIT Patna and Aryabhatta Knowledge University, along with initiatives in innovation and artificial intelligence at institutions in Bihar. He said these efforts demonstrate how development funds can be used for long-term impact.

Modi also appreciated Harivansh’s continued ties to his native village and his involvement in addressing local concerns despite holding a high constitutional position.
Sharing his experience of working with him during the construction of the new Parliament building, the Prime Minister described their collaboration as valuable. He concluded by expressing confidence in the important role of the Rajya Sabha in shaping India’s democratic future.
