The Government of Delhi has finalised a comprehensive city logistics plan, which will be notified shortly as part of efforts to attract industrial investment and strengthen supply-chain infrastructure, Chief Minister Rekha Gupta said on Saturday.
Gupta’s announcement came as the national capital secured a place in the top “Exemplary” category in the country’s Logistics Ease Across Different States (LEADS) 2025 index, the highest classification under the ranking framework.
Under the LEADS assessment, states and Union territories are grouped into four categories — Exemplary, High Performer, Accelerators, and Growth Seekers — with Exemplary representing the highest level of performance.
Calling the achievement a reflection of sustained governance reforms, Gupta said Delhi’s ranking was the outcome of focused efforts to modernise logistics infrastructure, improve multimodal connectivity, streamline business procedures, and expand technology-led administrative systems.
She said the government has significantly simplified approval and clearance procedures for logistics and industrial projects through the Delhi Single Window System, enabling faster processing for investors and businesses.
The chief minister also highlighted infrastructure upgrades carried out under the Public Works Department’s pothole-free roads initiative, saying both arterial routes and internal roads across the city had undergone extensive improvement.
Gupta added that integration with the Unified Logistics Interface Platform has enabled API-based real-time monitoring and seamless data exchange, improving coordination among logistics operators and other stakeholders.
She noted that Delhi’s adoption of digital systems and technology-driven governance has remained above both national and Union Territory averages.

According to the chief minister, the proposed city logistics framework will form a key component of Delhi’s upcoming Warehousing and Logistics Policy 2025, which is currently in the final stages of preparation.
