The Jammu and Kashmir Housing and Urban Development Department on Thursday directed all urban local bodies (ULBs) to map schools, hospitals, stadiums, and transport hubs within two weeks and implement measures to prevent stray dogs from entering these areas.
The circular, issued by Commissioner-Secretary Mandeep Kaur, mandates three-monthly inspections and humane removal of stray dogs under the Animal Birth Control (ABC) rules, along with a 30-day compliance report. Structural and administrative measures such as erecting or repairing boundary walls and installing gates must be undertaken immediately, with ULBs assisting institutional heads.
ULBs have been asked to classify high-risk areas, especially those frequented by children, and to submit budget estimates by December 15. Progress will be monitored fortnightly by district magistrates. All removals must comply with animal welfare laws; cruel methods, including poisoning, are strictly prohibited.

Digital records of every dog captured and released must be maintained. Commissioners of Jammu and Srinagar municipal corporations, along with directors of ULBs in the Kashmir and Jammu regions, are required to submit detailed compliance reports within 30 days, with disciplinary action for delays or non-compliance.
