Lok Sabha Speaker Om Birla on Saturday launched the National e-Vidhan Application (NeVA) at the Bihar Assembly, marking a significant step towards digitising and paperless legislative functioning.
The launch ceremony was held at the Central Hall of the state legislature and was attended by Bihar Assembly Speaker Prem Kumar, Rajya Sabha Deputy Chairman Harivansh Narayan Singh and Union Parliamentary Affairs Minister Kiren Rijiju, among other dignitaries.
Chief Minister Nitish Kumar, however, did not attend the event. Clarifying his absence, State Parliamentary Affairs Minister Vijay Kumar Choudhary said the chief minister had prior engagements and skipped the programme with the permission of the Assembly Speaker.
Leader of Opposition in the Bihar Assembly Tejashwi Yadav was also absent from the function.
The National e-Vidhan Application is a cloud-based digital platform developed by the National Informatics Centre to facilitate paperless conduct of legislative business. Through the application, legislators can access essential documents such as rules of procedure, the list of business, notices, bulletins, bills, questions and replies, as well as committee reports, directly on their electronic devices.

Officials said the initiative aims to connect legislatures across the country on a single digital platform, creating a comprehensive national repository of legislative data while enhancing transparency, efficiency and accessibility in parliamentary proceedings.
