Omar Abdullah on Tuesday said the Jammu and Kashmir government has been regularly clearing its financial liabilities, with payments exceeding ₹18,000 crore during the financial year 2025–26.
Replying to a query by BJP MLA Sham Lal Sharma in the Legislative Assembly, the Chief Minister said dues, including those related to contractors and retired employees, are being settled at regular intervals through a structured mechanism.
He stated that a total of ₹18,382.26 crore has been disbursed so far by the finance department. The payments span multiple categories, including:
₹7,800.58 crore towards contractor bills
₹5,821.43 crore under General Provident Fund (GPF)
₹2,864.14 crore as gratuity
₹1,123.22 crore for commutation
₹773.47 crore towards leave salary
Abdullah added that most bills under these heads have been cleared up to March 27, 2026, while GPF claims have been settled up to December 31, 2025.
Addressing concerns about pending dues, he emphasised that liabilities are being cleared systematically and that a proper mechanism is in place to ensure timely payments.

On fund allocation, the Chief Minister clarified that finances are managed based on “Heads of Expenditure” rather than division-wise distribution, with all treasury payments recorded accordingly.
