Manoj Sinha on Wednesday terminated the services of two government employees in Jammu and Kashmir as part of his administration’s “zero-tolerance to terror” policy, sources said.
The dismissals were carried out under Article 311(2)(c) of the Constitution, which allows termination without inquiry in cases involving national security. The action is part of an ongoing drive to eliminate terror links within government institutions.
According to sources, one of the dismissed individuals was a Class-IV employee in the Education Department in Ramban district and was allegedly associated with Hizbul Mujahideen. He is accused of using his government position as a cover to revive terror activities and build a network in the region.
Investigations revealed that his name first surfaced in 2011 during a probe into a hawala network involved in distributing funds to families of slain militants. Although he was arrested and later granted bail the same year, he allegedly continued his activities. A chargesheet was filed against him in 2022, and intelligence inputs suggested he remained active as a facilitator for militant operations.
The second dismissed employee, a Class-IV worker in the Rural Development Department, was allegedly linked to Lashkar-e-Taiba (LeT). He had been appointed on compassionate grounds after his father’s death.
Sources said he provided logistical and operational support to LeT operatives in Bandipora, including arranging safe houses, facilitating movement, and sharing sensitive information about security forces. He was apprehended in April 2025 during a joint naka checking, when an AK-56 rifle, a grenade, and ammunition were recovered from him.
Investigations further indicated that he had progressed from being a facilitator to an active operative, and was allegedly involved in planning attacks on security forces.
Officials described the cases as serious breaches of trust, noting that both individuals were part of the public system while allegedly aiding militant networks.

According to sources, more than 90 government employees with suspected terror links have been dismissed under the current administration.
