SC notice to Chhattisgarh govt on bail plea of businessman in manpower commission scam

New Delhi

The Supreme Court on Monday issued a notice to the Chhattisgarh government on a bail plea filed by businessman Anwar Dhebar in connection with an alleged corruption and illegal commission racket linked to the Chhattisgarh State Marketing Corporation Limited (CSMCL).

A bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi sought the state government's response and fixed June 3 for the next hearing in the matter.

Dhebar had approached the apex court after the Chhattisgarh High Court dismissed his bail application on May 13, observing that the allegations pointed to a “deep-rooted and systematic corruption network” operating within the state-run corporation.

The high court had stressed that economic offences involving misuse of public funds are serious in nature and have a larger impact on the country's financial system.

It had further noted that the investigation prima facie revealed that manpower supply agencies were allegedly forced to pay illegal commissions in order to secure clearance of their pending bills and payments.

The case was registered by the Economic Offences Wing (EOW) and Anti-Corruption Bureau (ACB) under various provisions of the Indian Penal Code and the Prevention of Corruption Act.

According to the prosecution, investigators uncovered an organised mechanism within the CSMCL through which manpower agencies were allegedly compelled to pay commissions for processing legitimate dues, with the money reportedly routed through intermediaries.
