The Central government on Tuesday transferred Central Board of Secondary Education (CBSE) Chairman Rahul Singh and Secretary Himanshu Gupta, while also constituting a one-member committee to investigate issues linked to the procurement of services for the board's On-Screen Marking (OSM) system.
According to an official notification, the inquiry will be led by S. Radha Chauhan, Chairperson of the Capacity Building Commission. The panel has been assigned the task of examining all matters related to the acquisition of services for the OSM platform used by CBSE.
The committee has been authorised to seek support from officials and experts from other government departments and organisations whenever necessary. Administrative and secretarial assistance for the inquiry will be provided by the Capacity Building Commission.
The government has directed the committee to submit its findings to the Department of Personnel and Training (DoPT) within one month.
The move comes amid growing scrutiny of the OSM system following reports of technical glitches and concerns raised by students regarding the evaluation and re-evaluation process.
Sources in the Ministry of Education said that cybersecurity agencies, including the Indian Cyber Crime Coordination Centre (I4C), are closely tracking cyberattacks targeting the CBSE's OSM re-evaluation portal. They added that stringent action would be taken against individuals found responsible for any cyber intrusions.
In response to security concerns, CBSE recently launched a dedicated portal and said it had enlisted cybersecurity specialists from various government agencies as well as the Indian Institutes of Technology (IITs) to strengthen the platform's security framework.
The portal will remain operational until midnight on June 6, 2026. CBSE has fixed the fee for verification of scanned answer-book issues at Rs 100 per answer book, while re-evaluation requests will cost Rs 25 per question. Payments can be made only through digital modes, including UPI, debit cards, credit cards and net banking.
The developments also come as the Parliamentary Standing Committee on Education, Women, Children, Youth and Sports continues to examine concerns surrounding the OSM system. Committee Chairman Digvijaya Singh said earlier on Tuesday that members would review issues raised by students after hearing a presentation from Class 12 student Sarthak Sidhant.

Following the meeting, Singh told reporters that the panel would consider both the concerns highlighted by the student and the explanations provided by CBSE while assessing the effectiveness and transparency of the OSM-based evaluation process.
