Haryana Chief Minister Nayab Singh Saini on Monday presented the state Budget for 2026–27 with an outlay of ₹2.23 lakh crore, unveiling a mix of agriculture, climate, employment, policing and infrastructure initiatives, including a dedicated power discom for farmers, a ₹100-crore green climate resilience fund and 20 per cent reservation for Agniveers in Haryana Police recruitment.

Key highlights

  • Haryana Agri Discom: A third power distribution company exclusively for the agriculture sector to serve 5,084 agricultural feeders and 7.12 lakh farm consumers, aimed at ensuring uninterrupted power supply and faster services such as tubewell connections and transformer replacements.
  • Green Climate Resilience Fund: An initial corpus of ₹100 crore aligned with India’s net-zero target by 2070, to support zero-emission vehicles, renewable energy, energy efficiency, water conservation, urban greening, climate-resilient agriculture and nature-based solutions.
  • Agniveer reservation: 20% quota in Haryana Police recruitment for Agniveers completing service in the Indian Army; special recruitment of 1,300 Agniveers next year. Agniveers will also see maximum participation in the proposed Haryana State Disaster Response Force with 1,149 personnel.

Spending and economy

  • Capital expenditure for 2026–27 pegged at ₹28,205 crore (12.6% of total outlay).
  • The World Bank has approved ₹2,716 crore for the Haryana Clean Air Project.
  • Under the strengthened MGNREGA (launched as Viksit Bharat Guarantee for Rozgar and Ajeevika Mission – Gramin), the budget provides ₹610 crore to guarantee 125 days of wage employment annually to every rural family.

Agriculture push

  • Mera Pani–Meri Virasat Yojana: Additional ₹2,000 per acre bonus (over the existing ₹8,000) for farmers shifting from paddy to pulses, oilseeds or cotton.
  • Cotton incentive increased from ₹3,000 to ₹4,000 per acre.
  • Sugarcane Technology Mission: Incentive for wide-row sugarcane planting raised from ₹3,000 to ₹5,000 per acre.
  • Biomass power projects: 200 MW capacity using paddy straw across 13 districts, including Ambala, Karnal, Kurukshetra and Panipat.

Education, tourism and sports

  • Adarsh Pariksha Kendra in every assembly constituency under PPP; first centre in Kurukshetra by December 25, 2026.
  • Wedding Cities at Gurugram and Kharkhoda (by HSIIDC) and at Pinjore (tourism department) under the Wed in India concept.
  • Modern Film City at Pinjore.
  • Rajiv Gandhi Sports Complex, Daulatabad to be upgraded as Haryana’s first Para Sports Stadium.

Policing and security

  • Formation of an Anti-Terrorist Squad (ATS) under an IG-rank officer, with ATS police stations in Gurugram and Panchkula; proposed expenditure ₹35.5 crore and inclusion of women commandos.

Presenting what he called the “non-stop government’s” 12th budget, Saini said over 5,000 public suggestions were incorporated and noted that 60 of 217 poll promises have already been fulfilled.
