Mamata Banerjee, Chief Minister of West Bengal, has written a strongly worded letter to Chief Election Commissioner Gyanesh Kumar, accusing the Election Commission of India (ECI) of crossing “all boundaries of decency and constitutional propriety.”
In her letter, Banerjee raised concerns over the Commission’s functioning since the launch of the “Special Intensive Revision,” alleging bias and disregard for ground realities and public welfare.
“I am deeply shocked by the functioning of the Election Commission of India… the ECI has acted with apparent bias,” she wrote, adding that repeated representations to the poll body had gone unanswered.

The Trinamool Congress leader said she was compelled to approach the Supreme Court of India to safeguard democratic and fundamental rights, noting that the court has since issued directions that are currently being implemented.
Banerjee also criticised the ECI for large-scale transfers of senior state officials following the announcement of elections, claiming these were carried out without valid reasons or any violations of the Model Code of Conduct.
According to her, the redeployment of key officials—including the Chief Secretary, Home Secretary, Director General of Police, District Magistrates, and police officials—has disrupted governance in the state.
She argued that such actions, taken under Article 324 of the Constitution, risk undermining the elected government and could create a situation resembling “indirect central rule.”
“These biased, hasty and unilateral decisions are unprecedented and do not augur well for a healthy democracy,” she stated, warning of administrative instability.
Banerjee further emphasised that while elections are underway, the elected state government continues to function and should not be rendered ineffective by any authority.

She urged the Election Commission to refrain from what she termed “arbitrary, unilateral and biased actions,” saying they go against democratic principles and the spirit of cooperative federalism.
